Homeless Advocacy Project

The Homeless Advocacy Project (HAP) provides legal and supporting social services to individuals and families who are homeless or at imminent risk of homelessness.


We prioritize individuals who have mental health disabilities and families. The most common issues we address are federal disability benefit advocacy, eviction defense, SSI advocacy, immigration documentation, and social service assistance, but we also may provide brief advice or referrals in many other areas.

We take a comprehensive, holistic approach to clients’ problems in order to address the underlying issues that have lead to a client’s current circumstances. Years of experience have shown us that we can make the most difference in a client’s life when we focus on helping them to secure a source of income and stabilize their living situation.

We serve more than 1,500 clients each year through the work of staff attorneys, social workers and advocates, student interns, and volunteer legal and social service professionals.

Hours of Operation
HAP is closed on Mondays.
Our drop-in intake clinic for new clients is Tuesdays to Fridays from 1:00 – 3:00 p.m.

Our regular office hours (for follow-up appointments) are:
Tuesday: 9:00 a.m. - 12:00 p.m.
Wednesday: 1:00 p.m. - 4:00 p.m.
Thursday: 9:00 a.m. - 12:00 p.m. and 1:00 p.m. - 4:00 p.m.
Friday: 9:00 a.m. - 12:00 p.m. and 1:00 p.m. - 4:00 p.m.

The SF Service Guide is an online directory of human services in San Francisco. It is a collaboration between ShelterTech, a volunteer-only 501c(3) nonprofit that builds technology products for homeless and at-risk communities, and the Justice and Diversity Center's Homeless Advocacy Project.

The goal is to help anyone with access to a smartphone, tablet, or computer find the services they need. The guide's focus is on homelessness and housing services but also covers a variety of other services, from education and legal aid to senior services and re-entry programs. The SF Service Guide is developed and maintained by ShelterTech and JDC's Homeless Advocacy Project and is supported by a grant from the SF Mayor's Office of Housing and Community Development.
